Expands the New Jersey State Board of Cosmetology and Hairstyling membership from 13 to 15 members

Reduces public members from three to two, while maintaining one State executive department member

Replaces the single licensed teacher position with four new education-focused seats: two representatives from public school vocational cosmetology programs and two from licensed private cosmetology schools

Requires two board members to own or operate hair braiding shops in New Jersey

Changes the six licensed practitioner seats from specifically cosmetologist-hairstylists, beauticians, and barbers to any profession for which the board issues licenses
