Exempts public institutions of higher education from paying motor vehicle registration fees for vehicles not used for pleasure or hire

Public institutions covered include the six State colleges, county colleges, public junior colleges, Rutgers, Newark College of Engineering, and other public universities authorized by law

Adds public higher education institutions to the existing list of exempt entities, which already includes the federal government, State of New Jersey, municipalities, school districts, volunteer fire departments, and nonprofit organizations

Takes effect immediately upon enactment
