Upgrades the penalty for possessing a firearm on school, college, university, or other educational institution grounds from a third degree crime to a second degree crime

Second degree crimes carry 5-10 years imprisonment and fines up to $150,000, compared to third degree crimes with 3-5 years imprisonment and fines up to $15,000

Maintains the third degree crime classification for possession of BB guns, air guns, spring guns, and similar weapons that eject projectiles smaller than three-eighths of an inch in diameter

Removes the presumption of nonincarceration that applies to third degree crimes, making prison time more likely for offenders

Takes effect on the first day of the third month following enactment
