Requires the Department of Labor and Workforce Development, in consultation with the Department of Education, to create and maintain a database of novice teachers (those with a certificate of eligibility who have not yet received a provisional certificate) within 180 days of enactment

Database must include each novice teacher's name, contact information, current employment status, certificates/endorsements held, and will be accessible only to school districts and novice teachers, not the general public

Novice teachers may opt out of the database entirely or request that only their preferred contact method be included

Requires the Department of Labor and Workforce Development to hold three job fairs annually—one each in the northern, central, and southern regions of the state—to help school districts fill staffing vacancies

Job fairs are open to novice teachers, individuals in educator preparation programs, and anyone with appropriate certification; participating school districts may be charged a nominal fee to cover administrative costs
