Extends full Medicaid coverage to undocumented immigrant aliens residing in New Jersey who would otherwise meet eligibility requirements but for their immigration status

Replaces current law that limits undocumented immigrants to only emergency medical care with access to comprehensive medical assistance

Requires the Commissioner of Human Services to maximize federal financial participation and seek necessary federal approvals; if federal funding is unavailable, the state will finance benefits using state funds only

Implementation contingent on the Commissioner determining that systems have been programmed and receiving a federal financial participation determination

Relies on section 411(d) of the federal Personal Responsibility and Work Opportunity Reconciliation Act of 1996, which allows states to affirmatively authorize benefits for non-lawfully present aliens through state legislation
