Allows governing bodies of New Jersey public colleges and universities to assess fees on student tuition bills for legislative agents and lobbying organizations as waivable fees, rather than prohibiting such fees

Eliminates the current requirement that students must first approve such fees through a majority vote in an official student referendum before they can appear on tuition bills

Defines "waivable fee" as any amount appearing as a separately assessed item on a tuition bill that is not a mandatory charge, giving students the option to have the fee removed

Requires waivable fees to include a statement explaining the nature of the fee, that it is not required to be paid, the process for waiving it, and that it does not necessarily reflect endorsement by the institution's governing body
