Requires any party submitting a deed for recording to also submit an affidavit of title as a prerequisite to recording

Mandates county recording officers notify the transferor (property seller/former owner) whenever a deed transfer is recorded for their property

Allows property owners to submit their preferred mailing address or email address to the county recording office for deed recording notifications

Authorizes county recording officers to collect an additional $2 fee per deed recording to cover notification costs

Takes effect on the first day of the third month following enactment to allow recording offices time to adjust their fee structures
