Directs the Attorney General to establish a statewide anonymous reporting program for unsafe, dangerous, violent, or criminal activities in schools, including a telephone tip line staffed by trained individuals and a mobile application

Requires the program to promptly forward tips to appropriate law enforcement agencies or school officials while protecting reporter anonymity unless voluntarily disclosed

Mandates training for law enforcement dispatch centers, public and nonpublic schools on program awareness and appropriate response to tips received

Requires the Attorney General to submit an annual report to the Governor and Legislature by January 1, including total reports received, reporting methods used, instances of program misuse, and outcomes of reports

Takes effect on the first day of the seventh month following enactment
