Establishes the New Jersey Center for the Study and Prevention of Suicide at Rutgers School of Public Health to research causes, prevention, and reduction measures for suicide

Requires the center to conduct research on the nature of suicide, individual and societal consequences, and treatment for suicidal thoughts at individual, community, and societal levels

Mandates state agencies including the Department of Health, Department of Law and Public Safety, Division of State Police, and Department of Human Services to provide data to the center upon request

Authorizes the center to administer a small grant program for suicide research, with awards based on merit through competitive peer review

Appropriates $500,000 from the General Fund to Rutgers University, with the Legislature required to appropriate additional funds annually; the center may also accept grants and donations from public or private sources
