Establishes civil penalties for violations: minimum $250 for first offense, $500 for second offense, and $1,000 for third and subsequent offenses, with potential license suspension or revocation

Takes effect 60 days after enactment and shifts enforcement focus from individuals to retailers, including those using vending machines
