Requires delivery personnel to obtain a signature from a resident who is at least 21 years old before completing delivery of tobacco products or electronic smoking devices to any residence

Mandates that packages containing tobacco products or electronic smoking devices must clearly indicate their contents on the outside of the package

Exempts United States Postal Service employees from the delivery signature requirements while performing their assigned duties

Increases civil penalties for violations: minimum $500 for first offense (up from $250), $1,000 for second offense (up from $500), and $2,000 for third and subsequent offenses (up from $1,000)

Provides a legal defense if the person signing for delivery presented false identification such as a driver's license indicating they were at least 21 years old
