Requires analysis to identify statewide trends in maternity care, disparities based on economic factors and clinic accessibility, and to develop strategies for improving care quality and access

Commissioner must publish survey data on the Department of Health website and submit a report with recommendations to the Legislature within 18 months, excluding personal identifying or confidential patient information

Authorizes the Commissioner to contract with a third-party entity to administer the survey and produce the required report
