Directs the Commissioner of Labor and Workforce Development to promote manufacturing career pathways through the New Jersey Pathways to Career Opportunities Initiative, covering traditional and advanced manufacturing processes, machinery, technology, and equipment

Establishes the "Higher Education Manufacturing Grant Program" with $10 million in annual competitive grants: 50% to county colleges, 25% to four-year institutions and proprietary schools, and 25% to county vocational school districts for manufacturing programs

Creates a manufacturing business liaison position within the Business Action Center to advertise products nationally and internationally, provide business referral services, and promote workforce reskilling opportunities

Establishes the 11-member New Jersey Advanced Manufacturing Council within the State Employment and Training Commission to foster industry-higher education partnerships, facilitate cross-agency collaboration, and assist companies with technology transfer

Requires the Secretary of State to coordinate with state departments, the NJ Economic Development Authority, and other agencies to direct resources, create incentives, and provide technological and financial opportunities for manufacturing businesses
