Creates the New Jersey Active Pharmaceutical Ingredient Regulatory Commission as an independent body within the executive branch, allocated to the Department of the Treasury but free from departmental supervision or control

Commission consists of 17 members including gubernatorial appointees with pharmaceutical industry backgrounds, legislative appointees, ex officio members from state agencies (Health, Economic Development Authority, Commission of Science, Innovation and Technology), and two university presidents serving as non-voting members

Charged with establishing standards and oversight for active pharmaceutical ingredient (API) manufacturing in New Jersey and regulating quality/use of APIs manufactured outside the state, consistent with federal law

Tasked with promoting growth of the API manufacturing industry in New Jersey, focusing on securing federal funding, and serving as a liaison between the pharmaceutical industry and government to identify grant opportunities

Public members appointed by the Governor serve five-year terms; the commission has authority to adopt rules and regulations, sue and be sued, conduct public hearings, and receive federal and non-state funds
