Reduces the waiting period between the initial oral request and prescription writing from 15 days to 48 hours for patients not expected to survive 15 days

Eliminates the requirement for a second oral request when the patient is not expected to survive the 15-day waiting period

Requires attending physicians to document the medical basis for determining that a patient is not expected to survive 15 days when the waiver is applied

Retains the existing 48-hour waiting period between submission of a written request and issuance of the prescription for all patients
