Removes the one-year deadline for NJ STARS scholarship eligibility, which previously required students needing remediation to demonstrate college-level readiness within one year of high school graduation or lose program eligibility

Allows students who meet initial NJ STARS criteria but require remediation to retain their eligibility indefinitely, as long as they meet program requirements at the time of participation

Maintains existing requirements for conditionally eligible students to take a college placement test during their senior year of high school, administered by county colleges at no cost

Preserves the requirement that students address academic deficiencies before receiving scholarship funds for credit-bearing coursework
