Allows individuals to obtain a manicurist license through completion of an apprenticeship program registered with or approved by the U.S. Department of Labor, as an alternative to traditional cosmetology school training

Defines "manicuring apprenticeship" as a plan meeting federal requirements (29 C.F.R. sections 29 and 30) for qualification, recruitment, selection, employment, and training of apprentices pursuing manicurist licensure

Apprenticeship applicants must be at least 17 years old, of good moral character, free of communicable diseases transmissible during services, and have a high school diploma or GED

Apprentices must still pass the same state licensing examination required of those who complete traditional school-based manicuring programs

Takes effect on the first day of the thirteenth month following enactment
