Extends the five business day grace period for rental late fees for "qualified tenants" receiving public assistance, with the grace period now beginning on the date they receive their public assistance payment rather than when rent is due

Defines qualified tenants as recipients of Social Security Old Age Pensions, Railroad Retirement Pensions, governmental pensions in lieu of Social Security, Social Security Disability Benefits, Supplemental Security Income, or Work First New Jersey benefits

Requires leases for qualified tenants to specify the dates when the tenant is scheduled to receive public assistance payments each month

Applies to all qualified tenants regardless of when rent is due in the month, expanding the current law which only covers tenants whose rent is due on the first of the month

Takes effect 90 days after enactment and applies to leases entered into or renewed after that date
