Expands the Criminal Sentencing and Disposition Commission from 13 to 17 members by adding the chairs of the Legislative Black Caucus and Legislative Latino Caucus (or their designees) and two additional Governor-appointed public members

Requires the commission's review of criminal justice disparities to examine issues throughout the entire process, including policing, access to criminal defense representation, and jury selection, in addition to existing areas like charging and plea decisions

Increases Governor-appointed public members from two to four, with no more than two from the same political party

Maintains the commission's core mission of reviewing criminal sentencing provisions and developing recommendations for a rational, proportionate sentencing scheme that promotes public safety, offender accountability, and rehabilitation
