Secretary of Higher Education must create and maintain a database tracking available student openings in Educational Opportunity Fund (EOF) programs at each participating institution

Database must be accessible to campus EOF directors to improve communication about potential placements with eligible students

Participating institutions must notify the Office of the Secretary of Higher Education when an EOF program opening is filled, and the database must be updated within one business day

When an eligible student cannot secure placement in an EOF program, the campus EOF director must provide information about openings at other participating institutions

Takes effect 90 days after enactment
