Requires residential rental units in multiple dwellings with six or more units to install Internet-capable room temperature reporting devices that measure temperature hourly and store readings for at least 90 days

Devices must be operational from October 31 through May 31 each year, with recorded data accessible to both property owners and tenants via Internet connection

Tenants may refuse installation of the device in their unit; owners must notify the Department of Community Affairs of any refusals to avoid potential penalties

Commissioner of Community Affairs must adopt rules and regulations within five months of enactment covering tenant notification, device installation locations and methods, and maintenance requirements

Law takes effect 13 months after enactment to allow the department and property owners time to prepare for implementation
