Mandates a minimum 20-year prison sentence without parole eligibility for trafficking involving children or for those who financially benefit from trafficking operations

Requires a minimum $25,000 fine for first-degree human trafficking convictions, with funds directed to the Human Trafficking Survivor's Assistance Fund

Requires restitution to victims based on either the gross income the defendant received from the victim's labor or the value of services under applicable state and federal wage laws, whichever is greater
