Requires the Administrative Director of the Courts to establish a research and data analysis program examining the impact of New Jersey's Criminal Justice Reform Act (bail reform law implemented January 1, 2017)

Mandates the program analyze the number of persons released from pretrial detention since bail reform implementation and whether releases have increased

Requires tracking of new crimes committed by individuals released from pretrial detention under the bail reform act

Directs analysis of whether overall crime rates have increased or decreased since bail reform, broken down by urban, suburban, and rural communities

Annual reports summarizing findings must be transmitted to the Governor and Legislature and published on the New Jersey Courts website, without personally identifying information
