Public institutions of higher education must provide free menstrual products (tampons and sanitary napkins) in all public women's restrooms, all-gender restrooms, and at least one men's restroom in every campus building including lecture halls, residence halls, dining halls, libraries, student centers, athletics buildings, and administrative buildings

Institutions must supply a variety of products including regular through super-plus tampons and sanitary napkins, ultra-thin to overnight pads, and allergy-friendly options such as chlorine-free, hypoallergenic, and fragrance-free products

Menstrual product dispensers must be installed in required restrooms, though existing dispensers need not be replaced if products are already available free of charge; institutions may contract with vendors for maintenance and stocking

Educational pamphlets addressing toxic shock syndrome, menstrual disorders, and proper disposal must be provided in restrooms, along with posters about proper menstrual hygiene when feasible

Appropriates $85,000 from the General Fund to the Office of the Secretary of Higher Education, with the State bearing all institutional costs and institutions submitting annual expenditure documentation for reimbursement
