Requires the Department of Education to partner with a nonprofit organization to create and maintain a searchable, public registry of individuals and organizations offering free tutoring services to students statewide

Eligible registrants include current NJ-certified teachers, retired teachers in good standing, college students, industry professionals with subject matter expertise, and relevant organizations

Prohibits registrants from charging any fees for tutoring services provided through the registry

Mandates criminal history background checks for individual tutors (except currently certified teachers who already underwent checks), with organizations required to submit assurances that their tutors have been background-checked

Registry must include a disclaimer that the Department of Education has not independently verified registrant information and listing does not constitute an endorsement of tutoring quality
