Establishes mandatory minimum prison sentences for adults convicted of motor vehicle theft: 180 days without parole eligibility for a first offense, and one year without parole for subsequent offenses

Requires mandatory incarceration for juveniles adjudicated delinquent for motor vehicle theft: 30 days for first offense, 60 days plus nonresidential program for second offense, and six months plus nonresidential program for third or subsequent offenses

Imposes 10-day incarceration plus 30 days community service for juveniles who enter and ride in a vehicle they know was stolen or taken without owner consent

Prohibits courts from ordering restitution payments from juveniles adjudicated delinquent for motor vehicle theft, unlawful taking, or joyriding offenses

Creates penalties for adults 18 or older who use or hire minors (17 or younger) to commit motor vehicle theft: mandatory minimum of 6 months to 1 year imprisonment for first offense, minimum 5 years for subsequent offenses
