Prohibits the sale, distribution, or manufacture of chalk or crayon products intended for children under age 6 that contain lead

Requires manufacturers, distributors, or the Director of Consumer Affairs to issue immediate recalls upon discovering lead in children's chalk or crayon products

Retailers must remove recalled products from display within 48 hours and return inventory to manufacturers/distributors within 14 business days at the manufacturer's expense

Manufacturers must destroy recalled products within 60 business days and dispose of remnants in a way that prevents public access

Establishes escalating penalties: unlawful practice violations (up to $10,000 first offense, $20,000 subsequent) for sales/retail violations; criminal charges ranging from fourth-degree (first offense) to second-degree crimes (third or subsequent offense) for recall and destruction violations
