Establishes the Automobile Theft Prevention Authority within the Department of Law and Public Safety to prevent, combat, and reduce automobile theft, and to improve theft law enforcement and prosecution

Creates a seven-member board of directors including the Attorney General (or designee), a State Police officer, a county prosecutor, an insurance company representative, and three public members appointed by the Governor, serving four-year terms

Grants the authority broad powers including employing staff, making grants to government agencies and organizations, assessing the scope of automobile theft statewide, developing prevention strategies, and auditing funded programs

Establishes the nonlapsing "Automobile Theft Prevention Authority Fund" to finance the authority's activities

Appropriates $2,000,000 from the General Fund to the Department of Law and Public Safety for the authority's fund
