Provides civil and criminal liability immunity to good faith donors of feminine hygiene products (sanitary napkins, tampons, liners, cups, menstrual underwear) who donate to charitable or nonprofit organizations for free distribution

Extends the same immunity to charitable and nonprofit organizations, their employees, and volunteers who receive and distribute donated feminine hygiene products in good faith

Grants immunity to hospitals and licensed health care facilities that donate feminine hygiene products to charitable organizations in accordance with recipient guidelines

Immunity does not apply if injury or death results from gross negligence, recklessness, or intentional misconduct of the donor or distributing organization

Donated products must be "apparently usable," meaning they meet all federal, state, and local quality and labeling standards, even if not readily marketable due to appearance, grade, or surplus conditions
