Removes the Governor and Senate from the appointment process for judges of joint municipal courts (courts shared by multiple municipalities) and central municipal courts (county-wide courts)

Allows municipalities establishing a joint municipal court to determine their own method for selecting and appointing judges through their inter-municipal agreement, with a copy filed with the Administrative Director of the Courts

Transfers appointment authority for central municipal court judges to the county executive in counties that have one, or to the county governing body in all other counties

Maintains the existing appointment process for single-municipality court judges at the local level

Takes effect only upon voter approval of a corresponding constitutional amendment (Assembly Concurrent Resolution No. 88 of 2012-2013 or similar)
