Recommendations must cover multi-tiered campaigns promoting positive behavior change, research-backed materials on vaping dangers (lung effects, mental health, pregnancy risks, secondhand exposure), and decision-making tools to help students resist peer pressure

Guidelines must include age-appropriate marketing materials such as pamphlets for middle school, high school, and college students

Both departments must post guidelines on their websites along with links to anti-vaping resources for administrators, educators, staff, students, and families
