Prohibits the Commissioner of Health from issuing a certificate of need to designate any health care facility as a trauma center if it is located within 15 miles of an existing designated trauma center

Requires the Commissioner of Health to submit any proposed request for trauma center certificate of need applications to the State Trauma System Advisory Committee (STSAC) for review before issuance

Gives STSAC authority to block new trauma center designation requests, as no certificate of need applications may be issued if STSAC recommends against it

Amends P.L.2013, c.223 to limit STSAC membership to specifically enumerated representatives rather than allowing additional members beyond those listed
