Establishes the Center for Career Relevant Education and Talent Evaluation of New Jersey (CreateNJ) at Thomas Edison State University to serve as the state's central resource for translating learning experiences into academic credit, career credentials, and apprenticeship credits

Creates a 12-member steering committee co-chaired by the President of Thomas Edison State University and the Commissioner of Labor and Workforce Development, with representatives from state agencies, business associations, and higher education institutions

Develops a "CreateNJ Workforce Transcript" as a validated record of academic credit, career credentials, pre-apprenticeship and apprenticeship credits, and relevant knowledge, skills, and abilities for nontraditional students and workers

Establishes a voluntary database housing skills and credits credentialed or accepted by Thomas Edison State University and other participating higher education institutions, with participation requiring informed consent

Authorizes the center to assess fees for database use and transcript generation, enter into contracts with public and private entities, and accept grant funds to support operations
