Establishes a minimum base NJ FamilyCare per diem reimbursement rate of $1,100 for special care nursing facilities operating neurologically impaired young adult units, effective January 1, 2024

Qualifying facilities must have received a certificate of need from the Department of Health by July 1, 2023 and will receive either their FY 2022 base per diem rate or $1,100, whichever is greater

Special care nursing facilities are defined as standalone licensed nursing facilities (not attached to hospitals or part of conventional nursing facilities) approved to provide specialized services beyond conventional nursing care

Reimbursement is contingent upon facility compliance with all applicable state and federal laws regarding licensure, patient safety, and quality of care

Requires the Commissioner of Human Services to seek federal Medicaid and Children's Health Insurance Program approval and appropriates General Fund money to implement the program
