Limits eligible veteran organizations to those qualifying as 501(c)(3) or 501(c)(19) tax-exempt organizations under the Internal Revenue Code, or federally chartered Veterans' Service Organizations

Requires a representative of the deceased to sign a waiver before burial or cremation information can be released to veteran organizations or county officers

Permits electronic transmission of monthly reports and waivers between the department and recipient organizations

Exempts the monthly reports and waivers from the Open Public Records Act, making them confidential government documents
