Creates the Gold Star Family Scholarship Program to provide undergraduate scholarships to spouses, children, parents, siblings, guardians, and domestic/civil union partners of Armed Forces or National Guard members who died while on active duty

Establishes a non-lapsing Gold Star Family Scholarship Fund within the Higher Education Student Assistance Authority (HESAA) to administer and award scholarships

Caps individual scholarship awards at the average tuition charged by New Jersey's four-year public institutions of higher education

Funds the program through three sources: a $100,000 initial appropriation from the General Fund, a new $2 annual surcharge on personalized license plate renewals, and voluntary taxpayer contributions via state income tax returns

Directs HESAA to establish eligibility criteria and determine award amounts based on cost of attendance and other financial aid the recipient receives
