Allows boards of education, nonpublic schools, and state agencies to authorize qualified school personnel, state employees, or parents to transport students in private vehicles with capacity of 8 passengers or fewer

Establishes qualification requirements for designated drivers including: minimum age of 21, New Jersey driver's license held for at least 3 years, completed physical on file, criminal background check, Child Abuse Record Information check, clean driving record for 5 years with no alcohol/drug violations, and completion of training for interacting with students with special needs

Exempts authorized transporters from school bus driver licensing requirements and from registration, equipment, inspection, and maintenance requirements that apply to school buses

Requires boards of education to submit lists of designated drivers and evidence of automobile insurance to the Executive County Superintendent annually before transporting students

Authorizes certified mobility assistance vehicle technicians to transport students with life-threatening medical conditions to and from school without school bus driver licensing requirements
