Limits the "New Jersey Student and Parent Consumer Information Act" to apply only to public institutions of higher education, exempting private colleges and universities from reporting requirements

Eliminates numerous reporting requirements from student consumer information reports, including graduation rates by major and for student-athletes, transfer rates, cost of attendance details, financial assistance information, projected costs for four and six-year completion, and average student loan indebtedness data

Retains requirements for public institutions to report overall graduation rates (three-year, four-year, and six-year), graduation rates by demographic group, faculty composition statistics, and percentage of courses taught by different faculty categories

Expands student loan reporting to include the number and percentage of borrowers for any type of student loan certified by the institution and total loan amounts accepted, disaggregated by race, ethnicity, age, family income, gender, and first-generation status

Requires the Secretary of Higher Education to establish uniform guidelines, criteria, methods, and timeframes for collecting, calculating, and posting the required consumer information across all public institutions
