Creates the New Jersey COVID-19 Vaccine Outreach Commission within the Department of State, consisting of 27 members including legislative leaders, gubernatorial appointees, municipal and county representatives, and members from minority advocacy, business, and community organizations

Commission is tasked with developing a COVID-19 vaccine outreach strategy including state agency initiatives, school-based programs, partnerships with nonprofits, and multi-lingual/multi-cultural media campaigns across print, audio, television, internet, and social media

Appropriates $9 million from the General Fund to support the commission's activities, with any unexpended funds returning to the State Treasury upon expiration

Requires an interim report within six months of the organizational meeting and a final report by June 30, 2022, detailing the recommended vaccine outreach strategy

Commission is coordinated through the Office of the Secretary of State and expires on January 1, 2023
