Replaces the existing New Jersey Homelessness Prevention Task Force with a new "Interagency Council on Homelessness" housed in, but not of, the Department of Community Affairs

Expands membership from 15 to 24 members, including the Governor or designee, commissioners from 9 state departments (Children and Families, Community Affairs, Corrections, Education, Health, Human Services, Labor, Transportation), the Attorney General, and other agency heads

Requires 9 appointed members with specific qualifications: at least 2 who have experienced homelessness or housing instability, and at least 2 with affordable housing development expertise, appointed by the Governor (3), Senate President (3), and Assembly Speaker (3)

Charges the council with advising the Office of Homelessness Prevention, coordinating state and local homeless assistance initiatives, identifying funding sources, ensuring equitable resource distribution, and developing permanent housing solutions including supportive housing

Mandates the council to prepare and submit an annual report on findings, conclusions, and recommendations to the Governor and Legislature
