Establishes the "Family and Private Burial Grounds Preservation Act" to protect private and family cemeteries containing remains of two or more persons that are not operated by government entities, religious organizations, or licensed cemetery companies

Prohibits intentional disturbance, destruction, or desecration of family burial grounds, including tampering with graves, removing remains or burial objects, and damaging tombstones, monuments, or boundary fences without proper authorization

Requires new construction, excavation, or building activities to maintain at least 15 feet from burial ground boundaries unless approved by relatives of all interred persons or deemed necessary for public health, essential services, or state highway construction

Grants the Department of Environmental Protection supervisory authority over all family burial grounds, including maintaining records and maps, reviewing construction proposals, and authorizing permanent disinterment when necessary

Imposes criminal penalties ranging from disorderly persons offenses (up to $25,000 fine) to fourth-degree crimes ($25,000-$100,000 fines plus imprisonment), with enhanced penalties up to $10 million for violations intended to gain economic benefit
