Establishes the Office of Learning Equity and Academic Recovery within the New Jersey Department of Education to promote student literacy and advance learning equity through academic recovery practices.

Requires the office to analyze data on reading and English-Language Arts performance, coordinate department resources for literacy initiatives, and research state and national best practices in literacy and learning acceleration.

Directs the office to support school districts in implementing best practices for elementary literacy and academic recovery, including use of high-quality instructional materials.

Focuses on closing academic achievement gaps experienced by students of color, low-income students, and students with disabilities.

Mandates the Commissioner of Education to conduct a review of office operations two years after establishment to evaluate success and recommend improvements.
