Expands the definition of "landlord" to include any person who rents or leases one or more dwelling units for at least one month, removing previous exemptions for small landlords with two or fewer rental units or owner-occupied premises with three or fewer units

Requires all landlords covered under the expanded definition to provide printed or emailed receipts for cash rent payments, including payment amount, purpose, date received, names of landlord and tenant, and who accepted the payment

Maintains existing exemptions only for hotels, motels, and guest houses serving transient or seasonal tenants

Penalties for violations include a $100 increase for a second violation within five years and $200 increase for each subsequent violation within that period

Tenants may use a landlord's failure to provide required receipts as a valid defense in eviction proceedings for nonpayment of rent
