Directs the Director of the Division of Purchase and Property to review all State purchasing arrangements and contracts to maximize the State's bargaining power for menstrual products and reduce costs

Requires the director to advertise and award contracts for menstrual product purchases upon request from any State department, division, office, or agency

Makes menstrual product contracts available to all executive branch entities, cooperative purchasing participants including political subdivisions, school districts, State and county colleges, and independent authorities

Allows non-profit entities to purchase menstrual products under State contracts at the director's discretion, subject to reporting requirements on expenditures

Defines menstrual products as items meeting industry standards for absorption or containment of menses, including pads, pantiliners, tampons, and menstrual cups
