Requires the New Jersey Board of Public Utilities to establish a rebate program for residents and businesses purchasing zero-emission lawn equipment, including electric or battery-powered mowers, leaf blowers, chainsaws, snow blowers, and other outdoor power equipment

Sets tiered rebate amounts based on purchase price: 25% up to $50 for equipment under $250; 25% up to $100 for equipment $250-$500; and 25% up to $150 for equipment over $500

Defines zero-emission lawn equipment as devices powered by battery, fuel cell, or other energy sources that do not emit carbon dioxide

Funds the program through the societal benefits charge, with funding levels determined by the Board of Public Utilities during comprehensive resource analysis

Requires the Board to advertise the rebate program in the same manner as existing New Jersey Clean Energy Program incentives for energy-efficient appliances
