Upgrades the penalty for failing to register as a sex offender for 24 months or more from a third degree crime to a second degree crime, increasing potential imprisonment from 3-5 years to 5-10 years and maximum fines from $15,000 to $150,000

Applies the enhanced second degree penalty to multiple violations: failure to register, failure to notify law enforcement of address changes, and providing false address information when the violation persists for 24 months or longer

Maintains the existing third degree crime classification for registration violations lasting less than 24 months

Retains the third degree crime penalty for failing to provide or falsifying information about computer or internet access, regardless of duration

Amends P.L.1994, c.133 (the sex offender registration law) and takes effect immediately upon enactment
