Allows health care providers to deliver behavioral health care services via telemedicine using audio-only technology (phone calls), creating an exception to the general requirement for interactive, real-time, two-way video communication

Defines "behavioral health care services" as treatment for mental illness or emotional disorders of mild to moderate severity

Excludes from the audio-only exception any treatment for severe mental illness, severe emotional disorders, or drug or alcohol use disorders

Amends P.L.2017, c.117, New Jersey's existing telemedicine law, which currently prohibits telemedicine services delivered solely through audio-only telephone conversations, email, instant messaging, text, or fax
