Establishes strict liability for firearm owners when a minor gains access to an improperly stored loaded firearm and causes injury or death to another person

Creates tiered criminal penalties: third degree crime for bodily injury (3-5 years, up to $10,000 fine), second degree for serious bodily injury (5-10 years, up to $150,000 fine), and first degree for death (10-20 years, up to $200,000 fine)

Raises the definition of "minor" from under 16 years old to under 18 years old

Maintains disorderly persons offense (up to 6 months, $1,000 fine) when a minor accesses an improperly stored firearm but no injury results

Requires proper storage: firearm must be unloaded in a locked container, stored in a reasonably secure location, or secured with a trigger lock to avoid liability
