Establishes the "Scientific Conference Grant Program" within the Office of the Secretary of Higher Education to provide grants to New Jersey higher education institutions hosting scientific conferences and seminars

Grants may be used to cover event space costs and speaker-related expenses including fees, honoraria, travel, and lodging, but explicitly excludes food costs and unrelated vendor expenses

Higher education institutions must submit applications including a conference description, preliminary agenda, invited speaker credentials, and projected hosting costs

Grant amounts will be determined by the Secretary of Higher Education based on applications received

Appropriates $250,000 from the General Fund to implement the program
