Creates the "New Jersey Emerging Business Advertising Grant Program" to be administered by the New Jersey Economic Development Authority to fund advertising and marketing expenses for qualifying science and technology companies

Defines eligible businesses as companies with fewer than 225 employees where at least 75% work in New Jersey, operating in industries including advanced computing, biotechnology, information technology, life sciences, medical devices, mobile communications, or renewable energy

Requires grant recipients to submit annual audited financial statements to demonstrate compliance and continued eligibility until all grant funds are expended

Authorizes the authority to approve applications on a rolling basis and determine grant amounts, subject to available funding

Mandates conversion of grants to loans if recipients are found to have improperly used the funds
